HebiArmPlugin.createFromConfigMap
  createFromConfigMap loads plugins from a robot config plugin map
 
    Example:
        % instantiate config plugins
        config = HebiUtils.loadRobotConfig('robot.yaml');
        arm.plugins = HebiArmPlugin.createFromConfigMap(config.plugins);
